Job Summary
The Director of Technology Program Delivery is responsible for overseeing the end-to-end delivery lifecycle from defining committed milestones and resource plans for CPTO supported projects. This ensures Agile practices & readiness, cross-functional alignment, and system enablement overseeing a team of program managers, project managers and Scrum Masters. Consistency in delivery practices and operational excellence is essential by tracking weekly progress, driving accountability, and ensuring programs remain aligned with business goals while fostering a culture of continuous improvement.
Responsibilities
- Leadership of a team of program managers, project managers, and scrum managers, responsible for delivering key business outcomes through the timely deployment of key programs and capabilities.
- Oversee all program communication and stakeholder meetings including weekly cross functional progress reviews, milestone tracking, and performance assessments across the strategic portfolio-functional progress reviews, milestone tracking, and performance assessments across the strategic portfolio.
- Define and enact actions to mitigate risk and unblock program barriers, and use judgment to call in executive support before barriers put the program off-track.
- Provide recommendations to leadership on project prioritization, sequencing, and alignment with strategic objectives.
- Ensure projects remain consistent with corporate goals, quarterly KPIs, and organizational capacity.
- Lead the development and tracking of key milestones, committed delivery dates, and required resources to ensure on time, on budget execution. time, on budget execution.
- Champion Agile and hybrid delivery models across CPTO, guiding program managers, project managers, and Scrum Masters in applying consistent practices.
- Partner with technology & product leaders to coach teams to achieve the optimal Optimum Agile delivery model.
- Develop and deliver the “so what” in weekly updates to Technology & Product senior leadership on timelines, risks, dependencies, and delivery health.
- Coach teams to identify and deploy the systems, tools, and infrastructure needed for successful program execution.
- Lead cross functional meetings and program reviews to ensure alignment with broader business goals and operational readiness.
- Track execution performance against initial expectations, identifying gaps, risks, and opportunities for improvement.
- Establish a data driven approach to program and project tracking, ensuring transparency and accountability across the organization.
- Report detailed performance assessments to the Product & Technology leadership, highlighting successes, challenges, and actionable insights.
Qualifications
- Bachelor's degree in business, management or a related field
- Minimum ten years of experience in program management, PMO leadership, or portfolio governance, ideally within telecommunications or largescale technology environments
- Proven experience leading enterprise level programs with Agile and hybrid delivery models
- Strong background in program governance, milestone management, and cross functional coordination
- Excellent executive communication and stakeholder management skills
- History of budget accountability and decisioning based on forecast

Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in the posted location is $141,372.00 - $201,960.00 / year. The rate/range provided herein is the anticipated pay at the time of hire, and does not reflect future job opportunity.
