Job Summary
Supervises the day-to-day activities of the Survey/Design staff and contractors, including the survey, design, costing, mapping and documentation of the coaxial and fiber network in a manner that ensures company technical requirements are adhered to, thereby ensuring customer satisfaction through operational efficiency. Ensures all plant is designed to meet/exceed Optimum's POC (Platform of Choice), state and federal requirements. Plans and coordinates all activities for survey/design related special projects, including walkout, design, contracted design, Wi-Fi, as-build and GIS related data collection Ensures that annual Design goals and objectives are met by participating in new hire selection, scheduling, assigning, supervising, evaluating performance, mentoring, coaching, implementing corrective action, and working with field technicians. Ensures the execution of Optimum service policies and procedures comply with federal, state and company technical standards. Coordinates Design activities with dispatch, sales, construction, rebuild and corporate. Supervises in such a way that Optimum's values, policies and procedures are consistently adhered to.
Responsibilities
- Supervises performance of Design technicians and provides feedback to the Design Manager to ensure that technical and customer satisfaction goals are met. Plans, distributes and oversees daily work activities to ensure that established goals and objectives are met.
- Prepares and analyzes reports regarding Design performance, including scheduling and quota performance; helps identify training needs and workload requirements and available resources to maximize customer satisfaction.
- Plans and oversees all projects including GA/Municipal/Schools, BCOOL, commercial, residential and MDU projects, special projects and all new growth builds, including overseeing contractor activity.
- Completes all planned system survey and design in a timely manner.
- Ensures capital projects are completed in a timely manner and within budget.
- Prepares information to be used in detailed reports for Design Manager, compiling all daily and monthly survey/design/construction activities, project status', PAR and contractor related cost review and approval.
- Proposes changes to department activities as necessary to operate effectively and efficiently. Compilation of homes/miles growth data for the monthly statistical KOM/Metric reporting .
- Assists in the execution of policies and procedures, ensuring that established federal, state and company technical and service standards are adhered to, while ensuring that customer satisfaction goals are met. Ensure compliance is met or exceeded within company Service Level Agreements (SLA) in an effort to achieve company performance objectives.
- Supervise Contractor labor to company SLA and ensure customer satisfaction goals are met. Ensures that contract labor & other monthly budgetary expectations are met.
- Act as a mentor to all Design staff and conducts training and performance evaluation of staff in conjunction with Design Manager. Will prepare and conduct monthly reports and yearly performance evaluation to direct reports using corrective guidance when necessary. Initiates corrective action as needed to maintain expected standards.
- Actively participated in the interviewing and selection process for Design Operations. Addresses and resolves complaints or comments regarding Design, assist with customer complaints to resurvey, redesign, and/or restore customer services, including oversight of DOT, state and federal, requirements for plant relocation.
- Responsible for ensuring that all work related equipment is available and maintained in a safe and responsible manner. Responsible for ensuring that all Design activities are in compliance with company and OSHA safety rules, regulations and applicable laws. Communicates and develops relationships with other Optimum entities and departments i.e. Lightpath, Field service, Customer Service, Billing & Collections, Construction, Rebuild, Plant Maintenance, Dispatch, Logistics, Sales, Human Resources, Employee Relations, Security etc.
- Coordinates with various supervisors and managers to plan activities associated with system survey, design and planning. Possesses and maintains a highly advanced level of product knowledge associated with all aspects of CATV design. Must possess complete knowledge of all Design technician duties and be able to execute same, under limited circumstances, when needs of the business demand.
- Responsible for meeting company standards pertaining to quantity and quality of work performed on an ongoing basis. Responsible for performing all work related tasks in a manner that is in compliance with all Optimum policies and procedures.
- May be assigned project(s) that develop skills to support career advancements. Responsible for Quality Control of all Contractors. Participates in special projects and performs other duties as assigned.
Qualifications
- Associate's degree preferred; minimum of three years related CATV design experience
- Supervisory experience preferred
- Possess competencies in teamwork, integrity, flexibility, and concern for excellence. Proven leadership skills
- Extensive knowledge of PC software applications including Windows and MS Office and CAD products, GIS related tools: PNI Smallworld
- Knowledge of effective design technique and procedures and the demonstrated capacity to implement MDU, aerial, underground for coax and fiber designs/construction procedures, specifications, materials, and equipment. Has an understanding of applicable rules, codes, laws and regulations
- Strong oral and written communication skills
- Strong analytical skills necessary to generate effective Design tactics
- Ability to work as a productive member of a team
- Ability to work effectively in a fast-paced, changing entrepreneurial work environment
- Working knowledge and understanding of laws, rules, codes and regulations applicable to the work to be performed
- Ability to work a flexible schedule including weekends, nights and evenings
- Ability to work well under pressure while performing multiple tasks
- Ability to foster positive relationships with supervisors and managers fo other departments
- Must possess and maintain a valid driver’s license in good standing within the state of current residence
- Complete Monthly Vehicle Safety Inspections as per policy
- Complete mentoring sessions with direct reports as per policy
- Hold safety toolbox meetings with direct reports as per policy
- Complete Safety Inspections for each employee supervised per policy
- Complete Quality Control Inspections for direct reports as per policy

Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in the posted location is $92,534.00 - $152,021.00 / year. The rate/range provided herein is the anticipated pay at the time of hire, and does not reflect future job opportunity.
